Fuller Warren was born on October 3, 1905 in Blountstown, Florida. He attended the University of Florida, and while still a student, he represented Calhoun County in the Florida House of Representatives in 1927. He received his law degree from Cumberland University and moved to Jacksonville, Florida to practice law in 1930.
